The everyday life of Arnold, a fourth-grader in the city of Hillwood, Washington, who lives in a multi-racial boarding house with his grandparents and a motley assortment of friends and neighbors.

Arnold and company must recover a stolen document needed in order to prevent the neighborhood from being bulldozed.

Picking up where Hey Arnold! (1996) left off, this tells the story of what happened to Arnold's parents.
