When his forest is destroyed, the wood sprite Xiaohei takes the form of a cat and goes to live in the city, where the hybrid Fengxi (Stormend) befriends him. However, there are enemies on their trail.

An autonomous organization, the Deviant Control Office, keeps these Special Abilities in check.
